International co-operation

The international and cross-border nature of, among other things, the terrorist threat entails that PET has extensive co-operation with foreign intelligence, security and police services as well as other relevant foreign authorities.

The ongoing co-operation with foreign partners takes place both at the operational level in connection with specific investigations and at the general level, for example in order to monitor the level of threat. Depending on the circumstances, the operational co-operation may entail the exchange of personal data, whilst the general co-operation may involve the sharing of strategic information as well as information concerning new investigative methods, focus areas, technology, training, operational capacity, etc.

PET’s international co-operation comprises not only counter-terrorism, but also counter-espionage, counter-extremism and fighting organised crime. Similarly, the co-operation takes place at both the multilateral and bilateral level.
